Mix together all the TARTAR SAUCE ingredients in a bowl until well combined. Season with salt & pepper to taste then cover and refrigerate until ready to use.
Place the shredded cabbage in a bowl with the lime juice and season with salt & pepper. Toss to coat and set aside.
In a shallow bowl mix together the garlic, onion, paprika, thyme, oregano, cayenne pepper, cornstarch, and 1/2 tsp salt. Pat the fish dry with paper towels then place in the spice mix. Flip the fish over a couple times and press lightly to coat the fish all over with the spice mix.
Heat the oil in a large cast-iron skillet over medium-high heat. When the oil is hot cook the fish until cooked through and blackened, 2 to 3 minutes per side. Transfer cooked fish to a plate.
Warm the tortillas and serve with the fish, cabbage, and tartar sauce.
