Add water and green beans to a non-stick skillet and bring to a boil over medium-high heat. Cover the pan and let cook for 5 minutes. Drain the beans and set aside.
Add the oil to the now empty pan over medium heat. Add the pine nuts and garlic and stir constantly until pine nuts are toasted and garlic is fragrant, about 1 minute.
Return the beans to the pan and stir to combine. Add salt and pepper to taste.
