Heat the oil in a large skillet over medium-high heat. Add the ground beef while breaking into small bits and cook until browned.
Add the onion, green pepper, garlic, potato, salt, pepper, cumin, coriander, and chili powder and stir into the beef. Cook for about 2-3 minutes until the onion begins to soften and the spices are aromatic.
Stir in the water and tomatoes and bring to a boil. Lower the heat to medium-low and cover the pan. Cook about 10 minutes stirring often. Remove the lid and turn the heat to low and cook another 10-20 minutes or until the liquid is cooked down.
Taste and season with salt and pepper if needed. If the potatoes are not fully cooked add another 1/2 cup of water and cook down some more. Serve this with rice or as filling for tacos or gorditas.
