In a small bowl mix together the vinegar, mustard, salt, garlic, onion, black pepper, and cayenne until well combined then set aside.
Remove the thin membrane from the back side (bone-side) of the ribs.
Brush the spice mixture allow over the ribs then place them, bone-side down, into a large 6-quart slow cooker. You may need to cut the ribs in half and stack them to fit into the slow cooker.
Place the lid on the slow cooker and cook on LOW for 6 to 7 hours or until ribs are tender.
Preheat the oven broiler to high.
Carefully transfer the ribs, bone-side down, to a large baking sheet.
Broil the ribs in the oven until browned, 3 to 4 minutes.
