Cook the ground beef in a dutch oven or large pot over medium-high heat, while breaking up the beef, until browned, about 6 minutes.
Stir in the remaining ingredients (soy sauce, vinegar, cocoa, chili powder, onion, garlic, paprika, cumin, cinnamon, salt, cayenne, tomato puree, and beef broth) and bring to a boil.
Reduce the heat to low and simmer, uncovered, stirring occasionally, until the chili thickens, about 90 minutes.
Season with salt & pepper to taste.
NOTES
This chili goes great on hot dogs, pasta, and french fries topped with cheese and onions.
