Add the pork chunks to a large bowl. In another bowl make a marinade by combining the soy sauce, vinegar, garlic, peppercorns, and water. Pour the marinade over the pork and stir to insure all the pork is coated in the marinade. Cover the bowl and refrigerate for at least 2 hours.
Heat the oil in a dutch oven or large pot over medium-high heat.
Transfer pieces of pork to the pot (work in batches, dont overcrowd the pork) making sure to shake off as much marinade from the pork as possible before putting it into the hot oil. Brown the pork on all sides, about 5 minutes per batch. Transfer browned pork to a plate and put in the next batch of pork.
When all the pork is browned return it all to the pot along with the marinade.
Bring to a boil then reduce heat to medium-low, cover and simmer for 45 minutes.
Increase the heat to medium, uncover and simmer for about 20 more minutes to reduce the sauce.
