In a large mixing bowl combine the oats, beans, soy sauce, pepper, and salt.
Heat a 10-inch skillet over high heat and add the oil. Saute the pepper, mushrooms, onion, and carrots for about 5 minutes or until tender. Allow to cool for 5 minutes.
Add the cooked vegetables, water chestnuts, parsley, paprika, smoked paprika, oregano, and garlic to the bean mixture and mix well.
Form the mixture into 6 patties roughly the same size as your burger buns.
Heat the oil in a skillet over medium heat. Add the patties and brown well on both sides, about 4 minutes per side.
Place the burgers on the buns and serve with your favorite toppings.
