Cook the ground beef and onion in a large sauce pan or dutch oven over medium-high heat, stirring often while breaking up the beef, until the beef is browned, about 6 minutes.
Stir in the barley, water, paprika, cumin, garlic, cayenne, 1 tsp salt, and 1/4 tsp black pepper and bring to a boil.
Place a lid on the pan then reduce the heat to low and simmer, stirring occasionally, until the barley is tender, about 30 minutes.
Remove the lid and increase the heat to medium then continue to cook, stirring often, until most of the liquid in the pan is gone, about 10 more minutes.
Taste and season with additional salt & pepper, if needed.
Warm your tortillas then fill with the beef mixture and any optional toppings.
