Place the chopped onion in the bottom of a 6-quart slow cooker then lay the skinless chicken on top.
Mix the garlic, butter, lemon zest, lemon juice, water, 1 tsp salt, and 1/2 tsp pepper in a bowl then pour into the slow cooker over the chicken.
Place the lid on the slow cooker and cook on LOW for 4 hours.
Take the lid off the slow cooker and transfer the chicken from the slow cooker to a plate then use two forks to pull the chicken from the bones into bite size pieces. Discard the bones and return the chicken to the slow cooker.
Stir in the orzo then place the lid back on the slow cooker and cook, stirring occasionally, about 30 minutes or until orzo is cooked.
