Preheat the oven to 350°F. Butter the inside bottom and sides of an 8x8 baking dish.
Cook the bacon in a large pan over medium heat until crispy, about 6 minutes. Transfer bacon to a plate lined with a paper towel to drain. Discard all but 1 tsp of the bacon fat from the pan.
Add the potatoes, shallot, green onion, salt, and pepper to the pan and cook over medium-high heat for 5 minutes, stirring occasionally.
Add the potato mixture and bacon to the buttered baking dish and stir to combine. Place the Muenster cheese evenly on top.
Beat the eggs and half-and-half together in a bowl. Pour the eggs over top everything in the baking dish.
Bake in the preheated oven uncovered for 40 minutes.
