In a bowl mix together the soy sauce, vinegar, 2 TBSP olive oil, red pepper flakes, garlic and pepper.
Place steak in a shallow bowl and pour marinade on top. Turn steak several times to coat. Cover and let marinate in the refrigerator for at least 2 hours.
Heat the 1 TBSP olive oil in a cast iron skillet over medium-high heat until oil begins to smoke.
Place steak in the cast-iron pan and cook on each side for 4 minutes.
Place steak on a cutting board and cover with foil. Let rest 5 minutes before serving.
