Add the ground beef, onion, and tomatoes to a large saute pan over medium-high heat. Cook, while breaking up the tomatoes and beef, until beef is browned, about 10 minutes.
Stir in the paprika, cumin, garlic, oregano, salt, black pepper, and uncooked rice until well combined.
Stir in the water then bring to a boil.
When the water begins to boil place a lid on the pan and reduce the heat to medium-low then simmer for 10 minutes without removing the lid.
Turn off the heat and let the pan sit on the stove, making sure to keep the lid on, for 15 minutes.
Take the lid off the pan then use a fork to fluff the beef and rice a bit.
Sprinkle the cheese on the beef and rice then top with the sliced jalapeno.
Place the lid back on the pan and let sit for about 5 more minutes to allow the cheese to melt.
