Melt the butter in a medium size saucepan over medium heat. Add the peas, garlic, 1/2 tsp salt, and 1/4 tsp pepper and cook while stirring for 30 seconds.
Add the water to the pan and bring to a boil over medium-high heat.
Add the couscous to the pan. Return to a boil then cover the pan and take off the heat. Let sit off the heat while covered for 5 minutes.
Stir the lemon juice, lemon zest, and mint in with the couscous.
