Combine the ground beef, pork, paprika, garlic, and 1 tsp salt in a dutch oven over medium-high heat. Cook, occasionally stirring and breaking up the meat, for about 5 minutes.
Stir in the onion and tomatoes and cook, occasionally stirring and breaking up the tomatoes, until the mixture begins boiling rapidly, about 4 minutes.
Place the lid on the dutch oven and reduce the heat to low. Simmer, stirring occasionally, about 25 minutes.
Cook the macaroni according to package directions. Drain and set aside.
Take the dutch oven off the heat and stir in the cooked macaroni. Season with salt & pepper to taste.
Serve the goulash topped with a dollop of sour cream.
