Heat the oil in a large saucepan over medium-high heat.
Add the orzo, garlic, 1/2 tsp salt, and 1/2 tsp pepper to the pot and cook while stirring for about 1 minute.
Stir in the water and bring to a boil. Reduce heat to medium-low and simmer uncovered, stirring often, about 7 to 8 minutes or until most of the liquid is absorbed.
Stir in the chopped broccoli and cook, stirring often, for about 1 more minute.
Take the pot off the heat then stir in the Parmesan cheese until melted.
