Add the pork to the pan and cook while breaking up the pork, about 3 minutes.
Add the shallot and ginger to the pan and cook, stirring often, about 3 more minutes.
Stir in the black pepper, star anise, sherry, sesame oil, soy sauce, and water.
Bring to a boil then reduce heat to low, cover the pan and simmer for 30 minutes, stirring occasionally.
While the pork simmers prepare your rice: Add water and uncooked rice to a medium size saucepan and bring to a boil over medium-high heat. Cover the pan tightly and reduce heat to low. DO NOT REMOVE THE LID! Cook on low for 10 minutes then turn off the heat and let rest 15 minutes. Once again, DO NOT REMOVE THE LID! After rice has rested 15 minutes you can now remove the lid and fluff rice with a fork.
Remove the lid from the pork, increase heat to medium-high and cook until it begins to thicken, 5 to 10 more minutes.
Remove the star anise from the pork. Serve the pork and sauce over the rice and garnish with green onion.
