Cook the pasta al dente, according to package directions. Drain and set aside.
While the pasta cooks: Brown the ground beef, breaking it up in a large pan over medium heat until no longer pink, about 6 minutes. Drain the ground beef of fat and return to the pan.
Stir the tomatoes, tomato paste, water, oregano, parsley, garlic, salt, pepper, basil, and onion powder into the pan with the cooked ground beef.
Reduce heat to low and simmer for about 20 minutes, stirring occasionally. Add salt and pepper to taste.
Preheat the oven to 350°F.
Add the cooked macaroni to the beef and tomato sauce mixture. Stir to combine then pour into a 9x13 baking dish and spread evenly. Sprinkle the cheeses evenly on top.
Bake in the preheated oven, uncovered, for about 20 minutes or until casserole is bubbly.
