In a large mixing bowl whisk together the olive oil, garlic, soy sauce, capers, lemon juice, HALF (1/4 cup) of the almonds, and HALF (1/4 cup) of the Parmesan until thoroughly combined. Season with salt & pepper to taste.
Add the romaine to the bowl and toss to coat. Transfer the salad to a large serving bowl and sprinkle the remaining almonds and Parmesan on top.
