Preheat the oven to 375°F and line a 12-cup muffin pan with paper liners.
In a large mixing bowl stir together the flour, baking powder, baking soda, and salt until well combined.
Add the butter, orange zest, orange juice, eggs, milk, and raisins to the bowl and stir until well combined.
Scoop the batter evenly into the muffin cups then bake in the preheated oven for 25 to 30 minutes or until a toothpick inserted in the center comes out clean.
