Put the sliced peppers and onions into the bottom of a large slow cooker the set aside.
Mix together the honey, salt, paprika, garlic, and cumin in a small bowl until well combined.
Rub the honey mixture all over the beef roast.
Heat the oil in a large saute pan over medium-high heat then sear the beef, about 2 minutes per side.
Place the seared beef into the slow cooker on top of the onions and peppers.
Place the lid on the slow cooker and cook, on LOW, until beef is tender, about 8 hours.
Transfer the beef to a serving dish, leaving any liquid and vegetables in the slow cooker.
In a small bowl mix together the cornstarch and cold water until well combined then stir into the slow cooker with the remaining liquid and cook, stirring occasionally, until a thickened sauce is formed.
Season the sauce with salt & pepper to taste then pour over the beef and serve.
